The Scepter gives voice to those who carry on of the seven medallions and have access to the council chamber. Although the Council of the Cor was dominated by men, in this final book the cities of the Cor are brought together by the matriarchs of the society. They join forces in an attempt to defeat the evil that has dominated the Cor since the Great Destruction.
